That mix makes authorization the first question: strata common property, a landlord’s obligations under the Residential Tenancy Act, and an owner’s own suite door are three different permissions, not one. Rekeying is where this bites hardest in Vancouver: the person who wants the old keys stopped and the person entitled to authorise that are not always the same, and it is worth settling before the work is booked.
Vancouver regulates its own construction under the Vancouver Building By-law rather than the BC Building Code used by neighbouring municipalities, which is why door and egress requirements here can differ from Burnaby or Surrey. If a property manager handles several buildings across those boundaries, confirming which address is being rekeyed avoids the wrong unit being scheduled.

I just moved into a Vancouver home - should I rekey or replace?
If the hardware is sound, rekeying is usually the better value: the previous keys stop working without buying new locks. Replacement makes sense when the hardware is worn, damaged, or does not suit the door.
Can a landlord or tenant rekey on their own?
Not freely. Under BC's Residential Tenancy Act a landlord cannot change the locks on an occupied rental without the tenant's agreement or an order, and a tenant cannot generally alter locks without permission. Sorting out who is authorising the change comes first.
